GOOD NEWS… Proco Valuers can conduct property valuations under Level 4 of the Risk Adjusted Strategy during the Covid-19 lockdown.

The SA Council for the Property Valuers Profession (SACPVP) issued a statement for Valuers to conduct property valuations during this pandemic crisis. The statement is based on the provisions of the:

  • RSA Level Description – Schedule of Services – Framework for Sectors, published on 25 April 2020
  • Disaster Management Act 57 of 2002: Amendment of Regulations issued in terms of Section 27(2), published on 29 April 2020.

The statement refers to Category 9 of the Regulations, namely Business and Financial Services.  It states that “(o)ther professional services may operate only where work-from-home is not possible, and only to support other Alert Level 4 services.” This applies to Agriculture, Construction and government services (all spheres of government).

The regulation document also refers to ‘Insurance Environment’. A Valuer may perform valuations for insurance purposes, as insurance is classified as an essential service. A Valuer may also perform valuations of property, including plant and equipment for road construction firms or other government works, including where expropriation of property is required.

To perform these functions, a Valuer must obtain the required permits. We conform to the regulations and have the required documentation.

Furthermore, the ‘International Valuation Standard’ encourages Desktop Valuations to be undertaken. We can do Desktop Valuations, which have been adjusted to the new regulations.

We will state in our valuation report that the property has not been inspected due to restricted movement during the Covid-19 lockdown and therefore reserve the right to revisit the valuation if an inspection after lockdown reveals any factor that would influence value.
